How to check for EngageOne E-messaging time zone configuration errors

In order to fully check that all the time zone settings for the system are aligned then the following settings need to be parsed and verified.

1.  Check the default time zone settings in the install.properties configuration file, which can be found at:
 <e-messaging install directory>\core.war\WEB-INF\classes\install.properties
2.
Is the PC time zone is set to GMT?
3.
What is the PC locale/language?
4.
Is the e-Messaging time zone set to GMT + n value that differs from the settings above?
5.
Are the settings consistent with the above for all outbound profiles?

The most likely cause of error should be caught somewhere between checks 1-5.
