How to find the major changes in MailStream Plus 8.3.3

Products affected:  MailStream Plus 8.3.3, all platforms
The MailStream Plus 8.3.3 Release notes provide the changes for the software. 
 
Some of the major Postal changes are the rate changes for Jan. 22, 2017  And here are 2 presort changes that will change how-
 
Letters are presorted without the 3-digt and 3-Digit Scheme levels:
USPS increase the 5-digit and 5-Digit Scheme levels

 
MSPLUS-8445 Added support for regulatory updates: Combine 3-digit and AADC sortation into "AADC" (First-Class™ and
USPS® Marketing Mail™ automation letters)
 
Flats presorts will no longer receive the FSS rates:
MSPLUS-8446 Added support for regulatory updates: Update FSS preparation and pricing for USPS® Marketing Mail™,
Periodicals Mail™, and bound printed matter flats

POSTMD
For positions 8-10 - Location to post Mail.dat® single-piece information - the 39-byte value posted is:
• 1-byte presort group
• 1-byte sort presort group
• 2-byte rate
• 1-byte zone
• 1-byte barcode rate
• 1-byte in-county code
• 10-byte postage
• 6-byte unique container number
• 4-byte duplicate delivery point barcode
• 12-byte filler
 
The above the changes are from the cleanup of the POSTMD.  We removed data that is no longer being used or needed and then added a filler at the end.
