How to mail 'Marketing Parcels' in MailStream Plus, and information on what they are

Marketing Parcels are a type of USPS Marketing Mail (formerly Standard Mail) parcel. They are selected on the ML TYP parameter with these settings-
ML TYP S P M
*...+....1....+
Position  8 = S (USPS Marketing Mail)
Position 10 = P (Parcels)
Position 12 = M (Marketing parcels (USPS Marketing Mail Parcels only))

What is a Marketing Parcel?
Per the USPS in the Quick Service Guide 240 K-  (http://pe.usps.gov/text/qsg300/Q240k.htm#ep1034825)
"Content (243.2.0)
Marketing parcels containing mailable items not required to be sent using First-Class Mail can be sent using USPS Marketing Mail. USPS Marketing Mail Marketing parcels are typically used for advertisements, flyers, catalogs, and product samples.  Additional content restrictions must be met for authorized nonprofit mailers (703.1.0)."

"the purpose of the Marketing Parcels was to create a low-cost prospecting vehicle for mailers to send non-requested items and samples to potential customers."
