How does MailStream Plus know to put First-Class Single Piece rate pieces on an Origin SCF pallet instead of putting the tray at the end of the presort?

In a First Class Letter presort, 163 pieces were part of a Non-Automation presort and placed in a Mixed AADC tray.  These pieces are allowed on the same pallet as the Automation trays.
MailStream Plus 8.3.3 is following the USPS rules. 
According to DMM 705.8.10.1.b:

8.10.1 First-Class Mail—Letter or Flats Trays
b. Origin SCF (local mail). Required; no minimum. Pallets contain trays destined for the 3-digit ZIP Codes serviced by the origin SCF facility in L005; all MXD AADC and MXD ADC trays. Mailers may place AADC or ADC trays on origin SCF pallets when the tray‘s “label to” 3-digit ZIP Code (from L801 for AADC trays and L004 for ADC trays) is within the origin SCF’s service area; and must place trays containing pieces paid at the single-piece price on origin SCF pallets, unless required to be presented separately by special postage payment authorization or customer service agreement (CSA).

According to this rule, the Single Rate pieces – “...and must place trays containing pieces paid at the single-piece price on origin SCF pallets”
