Why does the Mailstream Plus Drop Ship File Dates/ Mail Direction File have a different date range than the other USPS File Date Information

The dates of these files are matching the dates on this usps website -

From the dates you are pointing out -
END MAIL INDUCTION\EXPIRATION DATE                                2014/01/31
END MAIL INDUCTION\EXPIRATION DATE                                2014/01/31
MAIL DIRECTION FILE END INDUCTION\EXPIRATION DATE      2013/12/31
 
This happened using the MailStream Plus™ Oct 2013  USPS Reference files. This is following the dates for Rel 4 for the Labeling list Dates and Zone matrix file Dates,
But the chart below that on this website, the Drop Ship File Dates/ Mail Direction File for Rel 5. 
 
So the USPS came up with 2 different schedules for these files.  This does not happen every year.
