Functionality of Received Notice check box.

The purpose of the Received Notice tick box is not to record the received date of requests from non-Utilities – like builders etc.

Whereas it should only be used where a Utility cannot send Notices via EToN for some reason.
 
The side effect of ticking this Received box is that the Send Notice is no longer active, which maybe explains why we don’t see licences in the Notice referential Integrity layer.
