Resolve MailStream Plus not getting an OEL (Optional Endorsement Line) on Package Service Machinable Bound Printed Matter mail pieces

The question was asked why a Mailing of Package Service Bound Printed Matter (BPM) Machinable Parcels mail pieces did not get OEL (Optional Endorsement Lines) on them.

Per DMM (USPS Domestic Mail Manual) 203 7.1.1, it says generally OELs are for bundles of mail.

Machinable Parcels do not get put into bundles, because the USPS needs them loose for machine processing. 
(FYI- Per DMM 265 8.0 and 9.0 for Bound Printed Matter Parcels, only Irregular Parcels under 10 pounds get bundled (and then only under certain presort situations.))
