Why does MailStream Plus move letter pieces from Carrier Route to Automation when ALG CR position 10=Q?

ALG CR position 10=Q is to optimize the postage.
That options tells MailStream Plus™ (MSP) that if letter pieces that were initially qualifying for *Basic* Line-of-Travel (LOT) CRRT rate could instead qualify at a cheaper Automation rate, to move them to the Automation presort.

This would not affect Saturation, HDP (High Density Plus), or HD (High Density) mail pieces.  Since their rates are less than Automation, MSP will not move them.
