How To force a 5 digit bundle to produce for a specific zip code if you do not have 6 pieces in MailStream Plus

I would like to know if there is a way to force a 5 digit bundle to produce for a specific zip code. Right now I have a particular zip being bundled in a 3 digit bundle and would like to separate it into a 5 digit bundle.  Can I force a 5 digit bundle if the minimum amount of pieces is not satisfied? Is there a setting that will allow me to force pieces into a 5 digit bundle opposed to a 3 digit for a Periodical Flat mailing for a single zip code?

MailStream Plus (MSP) is already set to presort correctly. If you set the job up for a Periodical Flat, then MSP knows the rules that once you have 6 pieces to zip code 12345, then MSP will create a bundle to zip 12345.  You should not have to force it.
If you have under 6 pieces, there is no way to do this for a specific zip code. You can tell MSP to force 5 digit bundles to say – 4 pieces. But it would do this for all 5 digit bundles.
