'Unable to connect to the remote server' error sending Street Works Notices from Confirm

When sending notices via EToN (Electronic Transfer of Notices) using the Street Works Transfer Agent on the message appears in the Task Processor log file: 

"Unable to connect to the remote server"

This means that the server is unable to speak to the outside world either due to an issue with firewalls or changes to a proxy server.

The issue has not been caused by the Confirm software, but the servers hosting Confirm or the server that the Agent is trying to send to the Notice to.
