Why does a new contact never receive an email notification after their name was added to Mail360 Data Manager

After entering a new contact name into Mail360 Data Manager using the MAIL360 Identity Server UI the new contact never received an email notification stating they were added. Why not?
There is not a feature once you have added a contact that the Mail360 Data Manager UI sends an email to that person.

Once the person is added, then it is up to the person that added them to let them know they have been added and pass along their login and password
