What the USPS considers as delivered and what the software is able to record helps us understand the situation. The USPS considers the final stop the clock location i.e.[SCF] as delivered to the USPS delivered is not the final address location but the final USPS Facility the piece was scanned before being delivered to the address location. The Mail360 DM application does not have the option to indicate delivered pass the final stop the clock location. It is possible for a mail piece to reach the final stop the clock location be considered as delivered then be refused at the address location and returned to the mailer. The Mail360 DM application does not have an option to track that process.
