Confirm - How the Notes Field within the Enquiry Section gets Updates

The behavior displayed by Confirm when you change the Enquiry Status/Officer is that it will blank the Notes fields so you can add new notes but when you make any other changes, such as Enquiry Service or Subject updates (or any other update), it will append the Notes field with the changes details. 

On a customer example where they had not updated the Enquiry Status/Officer, it appended the Notes field with the changed details. 

On a customer example where they had updated the Enquiry Status, the previous Notes were blanked out.
