How to understand the difference between Stage options Internal and Milestone in Confirm

What is the difference between Milestone and Internal on the Enquiry Subject Commitment screen (accessed via the Commits button on an Enquiry Subject)?

The field is there purely for the authority to be able to categorise their Commitments for reporting purposes, but it has no impact on the behaviour of the system.

With regards to Stage the Help system states:

Select from: Milestone - to indicate a customer facing, charter type Commitment, or
                    Internal    - to indicate an internal goal
