Getting NDC sacks of Standard Mail "Marketing Parcels" from MailStream Plus, when the DMM *seems* to say you cannot.

Product affected: MailStream Plus™, all versions, all platforms
If you are mailing Marketing Parcels >=6 oz, then DMM 245.11.3.2 has these two levels-
c. NDC, allowed only for mail deposited at a DNDC to claim the NDC price; 10-pound minimum; labeling:
1. Line 1: L601, Column B.
2. Line 2: “STD MACH NDC.”

d. Origin NDC (required); no minimum; labeling:
1. Line 1: L601, Column B.
2. Line 2: “STD MACH NDC.”


Likewise- if you are doing Marketing Parcels <6 oz, then DMM 245.11.4.3 has these two levels-
d. NDC, allowed only for mail deposited at a DNDC to claim the NDC price; 10-pound minimum; labeling:
1. Line 1: L601, Column B.
2. Line 2: “STD IRREG NDC.”

e. Origin NDC (required); no minimum; labeling:
1. Line 1: L601, Column B.
2. Line 2: “STD IRREG NDC.”

The way it's worded may seem kind-of misleading.

The first level shown above for each weight category "NDC" says that you cannot make NDC sacks unless you are depositing the mail at an DNDC and claiming the NDC rates.  That is the level made if you are getting the DNDC rates.

*But* the 'Origin NDC' levels beneath those lines are also for NDC sacks, except that you are not getting the DNDC rates.  It's labelled "Origin NDC", which just means it's for any pieces that are to addresses within the NDC service area that your non-NDC entry point is in.  For those you also have to make an NDC sack(s).  
(Note that 11.3.2 c and d have the same Line 1 and Line 2, and 11.4.3 d and e both have the same Line 1 and Line 2.)
