Why are Postage Statement 3541 "Advertising Pound Prices" section not being populated for Periodicals NonProfit and Classroom mail - MailStream Plus

The USPS 3541 Part B has three sections.
1. Advertising Pound Prices
2. Nonadvertising Pound Prices
3. Nonadvertising Pound Prices—Alternate (Nonprofit and Classroom publications with 10% or less advertising, or other publications with 0% advertising.)

  
The "Advertising Pound Prices" and the *first* "Nonadvertising Pound Prices" are used together.  Notice the "Nonadvertising Pound Prices" section gets populated with information from the "Advertising Pound Prices".These sections are for Periodicals that have to pay advertising costs.

The "Nonadvertising Pound Prices—Alternate (Nonprofit and Classroom publications with 10% or less advertising, or other publications with 0% advertising.)" section is for Periodicals with no advertising costs. 

The USPS rules for Non-Profit and Classroom mailings are that if they have 10% or less advertising, they pay *no* advertising costs.

10.1 Nonprofit Eligibility—Basic Standards
10.1.3 Advertising Percentage
Publications with an advertising percentage of 10% or less are considered 100% non-advertising for price purposes. Those publications may use “0” as the advertising percentage when computing the non-advertising adjustment applied to the outside-county piece charges. Publications with an advertising percentage exceeding 10% are subject to Outside-County pound prices for the entire advertising portion.

10.4 Classroom Eligibility
10.4.4 Advertising Percentage
Publications with an advertising percentage of 10% or less are considered 100% non-advertising for price purposes. Those publications may use “0” as the advertising percentage when computing the non-advertising adjustment applied to the outside-county piece charges. Publications with an advertising percentage exceeding 10% are subject to Outside-County pound prices for the entire advertising portion.


Therefore Nonprofit and Classroom mail with 10% or less advertising goes in the section "Nonadvertising Pound Prices—Alternate (Nonprofit and Classroom publications with 10% or less advertising, or other publications with 0% advertising.)" 
And the first and second sections are not used.  The same as for regular Periodicals that actually have 0% advertising.

*Note: Non-profit and Classroom rates are selected using the P ATTR parameter position 60 "Rate Type"
