MailStream Plus - Is the parameter IN CTY required for in-county rates for periodical in-county presorts?

NOTE: The IN CTY parameter is used to let the user set selected records within the input file to receive in-county rates this parameter will supersede the use of the county field of the ZIP IN Parameter.

[Q] If a user choose not to use the IN CTY parameter card CAN the mailing still get in-county rates on their presort?

[A]yes, the user can get in-county rates the user would have to use the county code field on the ZIP IN [56-58] pointing it to the location of the FIPS county code [received in the Code 1 plus processing setup] located on the input record.
