Changing Vault scripts to run under non-root user

Per the documentation, the client installed Vault using a root user.

But they have also been running the /vault_noindexer start/stop script using a root user.

They now want to change the user that executes this script to a non-root user.

The user running the daemon should have approprite permissions (or ownership) to both the installation and pid directores:

/opt/PBBI CCM/Vault

/var/opt/vault/run

If Vault is installed elsewhere or there are any paths redirected out of the install directory using server.ini [paths], these would also need to be accounted for.
