Feasibility of having duplicate doc_instance_id in EngageOne Deliver

It is possible to have duplicate doc_instance_id in the outbound_message table in EngageOne Deliver. On having duplicate doc_instance_id entries, status of only one should be 'DELIVERED_SUCCESSFULLY' other will have 'PERMANENT_DELIVERY_FAILURE' or 'CONTENT_FAILURE' which means email has sent out only once corresponding to this doc_instance_id.
