How to know when the REPORT USPSQUAL will not be generated with undersize mailings using MailStream Plus

The MailStream Plus™ (MSP) job has the REPORT USPSQUAL parameter present to request this report.  This is the USPS standardized documentation.  
The MSRPXLG report gives this message:
MSRPQL00 I USPSQUAL 8001: No Records Selected

Why was the REPORT USPSQUAL not generated when the job has 100 records?

If the presort does not have enough pieces to generate a Presort group, the USPS does not want the USPS standardized documentation generated.

First Class mail jobs need 500 pieces to create a presort group.
According to DMM 233.3.1.2:3.1.2 Minimum Quantities
First-Class Mail offers shape-based commercial prices for presorted mailings of 500 or more pieces.

Periodicals does not have a minimum. The report will be generated. 

USPS Marketing Mail presorts requires 200 pieces or 50 pounds of mail to create a presort group.
According to DMM 243.3.1.2:
3.1.2 Minimum Quantity
USPS Marketing Mail provides economical prices for mailings of 200 or more pieces or 50 or more pounds of mail.

Package Services Bound Printed Matter Flat presorts requires 300 pieces to create a presort group.
According to DMM 263.4.1.b - 
4.1 Price Eligibility
b.  Presorted Price. The Presorted price applies to BPM prepared in a mailing of at least 300 BPM pieces, 
c.  Carrier Route Price. The Carrier Route price applies to BPM prepared in a mailing of at least 300 pieces presorted to carrier routes, prepared and presorted as specified in 265.6.0, 265.9.0, 705.8.0 or 705.14.0. Each parcel must bear a unique Intelligent Mail package barcode or extra services barcode, including a postal routing code, prepared under 204.2.0.d. 
d.  Carrier Route Price. The Carrier Route price applies to BPM prepared in a mailing of at least 300 pieces presorted to carrier routes, prepared and presorted as specified in 265.6.0, 265.9.0, or 705.8.0. Each parcel must bear a unique Intelligent Mail package barcode or extra services barcode, including a postal routing code, prepared under 204.2.0.

If you have less than required number of pieces, MSP will not generate the REPORT USPSQUAL. The USPS only wants this report when you have enough to create a presort group.
The pieces qualified for the Single rate piece or NonPresort group.

a.     Automation First-Class Mail, USPS Marketing Mail, and barcoded Periodicals:
b.    Presorted First-Class Mail, barcoded and nonbarcoded Periodicals flats, nonbarcoded Periodicals letters, and machinable and nonmachinable USPS Marketing Mail:
c.    Carrier Route Periodicals and Enhanced Carrier Route USPS Marketing Mail:

Under the different Price levels, none of the Headings include Single rate or NonPresorted rate pieces. So the USPSQUAL report will not include any pieces on the report and will not be generated.
