All of the pieces are within the same zip code and should receive the DDU discount except of course the FSS bundle to 01001, shouldn't they?

Resolution

UPDATED: May 10, 2019
The pallet weight is 370.3728 Lbs of mail.
By default the pallet Force amount is set to 500 pounds as presented in the MSXXPP00 - Interpretation of Parameters: (found in the prntrpt, msrprpt or jobname.rpt reports) of reviewing the CP FRC parameter in the Reference Guide.

Weight to Force a Pallet (CS5)                                   500 Pounds                                           CP FRC
Weight to Force a Pallet (5CR)                                   500 Pounds                                           CP FRC

If the CP FRC is lowered, then these pieces can be placed on a 5-Digit carrier routes (5CR) pallet.
The Force amount can be lowered to 250 pounds by adding:
  • CP FRC 5CR   00250
  • 5CR in position 8 – 10
  • 00250 is in position 14 – 18.

Now a 5-Digit carrier routes (5CR) pallet is created which is allowed to receive the DDU discount –
