Cause

The deployment issues above are due to a bug in the uninstaller that the upgrade process runs as part of the upgrade. The enterprise system connectors are a part of this upgrade. The wrapper.log should indicate esc-XX.Y.console and esc-XX.Y.car files which are the enterprise system connector deployment files. The bug in the uninstaller in 10.0 wiped out everything in the server/app/deploy directory when it ran resulting in most of the files that should be there missing from server/app/deploy.

Resolution

UPDATED: April 4, 2017

To resolve this issue back up the server/app/repository/store folder, then uninstall everything and reinstall Spectrum from scratch. Then after Spectrum starts the first time, stop the spectrum server and put the store backup in.
Even though this has been fixed in 10.1 this issue will still occur due to a bug in the uninstaller. Future upgrades should not face the same issue.
