Issue

Questions on destination of a MXD pallet using MailStream Plus™ (MSP)
ML TYP 1 L - First Class Letter 
The Entry point zip code is 27602

MSP is creating a pallet to-
MXD ADC Greensboro NDC 270

The USPS Acceptance Clerk said it should be to-
MXD Raleigh NC 275

Cause

In the DMM (USPS Domestic Mail Manual) 705.8.10.1-
705 Advanced Preparation and Special Postage Payment Systems
8.0 Preparing Pallets
8.10 Pallet Presort and Labeling
8.10.1 First-Class Mail—Letter or Flats Trays

Level g. says-
g. Mixed ADC Air (all other). Required; no minimum. May contain surface trays when no mixed ADC surface container is prepared under 8.10.1f. Labeling:
  1. Line 1: “MXD” followed by city, state, and ZIP Code information for ADC serving 3-digit ZIP Code prefix of      entry post office, as shown in L004.
L004 says this -
270-274, 286    ADC GREENSBORO NC 270
 
The USPS thinks it should using level f.-
f. Origin Mixed ADC Surface. Required. Pallet may contain trays destined for the 3-digit ZIP Codes in L201, based on origin ZIP Code. Labeling:
  1. Line 1: “OMX” followed by city, state, and ZIP Code information for ADC serving 3-digit ZIP Code prefix of      entry post office, as shown in L201.
L201 has this -
Col A has - 275-279
Col C has OMX RALEIGH NC 275
 
How many linear feet are on this pallet ?
T trays (2-feet each) - 19
H trays (1-foot each) - 6
38 + 6 = 44 total linear feet

Under the USPS's rules in DMM 705.8.10.1:
8.10.1 First-Class Mail—Letter or Flats Trays
Pallets must contain at least 72 linear feet of letter trays (six full layers)....

So there was not 72 linear feet, so MSP couldn't make this one-
f. Origin Mixed ADC Surface - which uses the L201 and would give you their desired Raleigh destination

MSP had to use -
g.  Mixed ADC Air (all other). Required; no minimum
This pallet has no minimum so this is what MSP is giving you as your pallet.
 
Bottom line-
A pallet needs 72 linear feet to create f :
f. Origin Mixed ADC Surface
If there are not enough trays then the pieces will be placed on g:

g.  Mixed ADC Air (all other). Required; no minimum
This pallet has not reached this minimum of 72 linear feet so this is why MSP has to generate the Mixed ADC Air pallet. 
The pallet destination in the job was correct:
MXD ADC Greensboro NDC 270

Resolution

UPDATED: May 14, 2019
The resolution was to show the USPS Acceptance Clerk that MSP had prepared and labelled the pallet correctly.
