The meter is displaying the message "Control panel not on base" and will not boot up.
The switch that tells the meter if it is on or off the base of the mailing machine is stuck in the off position.

Follow these steps to free the switch:
- Turn the power off from the machine.
- Take the meter off the base and plug it into the Aux Cord. You may hear a little "click" when you do this.
- After the meter has powered on, unplug it from the Aux Cord and put it back on the base.
- Reboot the system to see if the message has cleared. If the message has not cleared, repeat steps 1-3 several more times.
