Resolve why a Mixed NDC pallet is not receiving the DNDC discount when entered at an ASF in the MailStream Plus job

Issue

ML TYP 3 L  - Standard Letter presort
Pallet 1 is labeled as Mixed NDC (MNDC) 55502, has 8 trays and receives no destination discount when entered at B580
Pallet 2 is also labeled as Mixed NDC (MNDC) 55502 (same as Pallet 1), has 16 trays and does receive a destination discount when entered at B555

Why was pallet 1 considered ineligible for a NDC destination discount?

 
 

Cause

  According to DMM 246.3.2.a
3.2 Eligibility
Pieces in a mailing that meets the standards in 2.0 and 3.0 are eligible for DNDC prices when they are deposited at an NDC or ASF and meet all of the following conditions:
a. The pieces are addressed for delivery to one of the 3-digit ZIP Codes served by the NDC or ASF where deposited (see labeling lists L601 and L602).
So below the Labeling Lists L601 and L602 ranges are presented for these entry points.
L601 National Distribution Centers (NDCs)
L602 ASFs

For pallet 1, it was part of this entry point:

L602 ASF has this range that includes 581 for the entry point zip:
565, 567, 576, 580-588   ASF FARGO ND 580
 
Pallet 1 is to MNDC 55502 
 

The destination of the pallet is 55502 and it has to be in the range of the Labeling List table.  In this case the L602 table. 555 is not in the range for ASF FARGO ND 580
 
That is why Pallet 1 cannot get the NDC discount.

Pallet 2 –
Pallet 2 is also labeled as MNDC 55502
 
For pallet 2, it was part of this entry point:

L601 National Distribution Centers (NDCs) has this range that includes 551 for the entry point zip:
498, 499, 540-548, 550, 551, 553-567, 576, 580-588    NDC MPLS/STP MN 55502
 
This entry point is an NDC and not an ASF, so the destination of the pallet is to 55502 and is in the range of the NDC and can receive the NDC discount.

Resolution

UPDATED: March 15, 2019
 In order to create an ASF pallet for entry point, B580 instead of the MNDC pallet, this is how this can happen:
In position 50 of the ALG PL parameter the value was set to 00020 –

This tells MailStream Plus™ (MSP) to make an undersize entry pallet when you have this 00020 containers (trays) and the Y value in position 38 -
'Allow undersized entry for ASF or NDC pallets?'
This is why MSP did not create an ASF pallet to this destination.  If this is changed to 00006 and you rerun the job, for this entry point the pallet should change from a MNDC pallet to an ASF pallet and then receive the NDC discount.
