Resolve the issue where opening message template editor in Portrait HQ on a remote machine shows information that web browser is not available

Issue

The Message Designer cannot be opened from a remote machine in Portrait HQ.  Instead a message says:

WebBrowser is enabled only for Out-of-Browser applications and applications running with elevated permissions in Internet Explorer.

Cause

This happens when the Installing Certificate to Trusted Publishers certificate store step was missed during configuring Portrait HQ Silverlight integration.
