Resolving Message Template 'Last modified' date being earlier than 'Created' date in Portrait Dialogue.

Issue

It has been seen in Portrait Dialogue, in the properties of a message template, that the Created date cas later than the Last modified date.

Cause

This issue exists only when using the Web Message Designer, in PD versions prior to 6.1
The code made some assumptions about timestamps being in UTC when they were not.  Therefore, in European Summer Time, 2 hours ended up being added to the create date/time.

This has been fixed in PD 6.1

A highly unlikely alternate scenario that is proven to cause this:
A later 'Create' can be forced if system time is altered before an operation is created and then changed again before saving changes. 
This could also happen if a message template is made and then modified at the perfect timings on the day "Summer time" ends and standard time starts. 
1) Change the current system time to one hour forward.
2) Create an email template and saved it.
3) Change the system time one hour back as it was in the beginning.
4) Open the template and modified it.
5) Save changes.
