Bounced emails are not getting processed with "The service cannot be started" error in the Portrait Dialogue

Issue

Bounced emails are not getting processed and the message is observed:
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it, ClassID: {33F05C27-82BB-46D4-B062-BF4F38B9C7B5}.

Cause

The most likely cause is that the user rights of the account running the COM+ package are incorrectly set up.

Resolution

UPDATED: April 18, 2017
The first step should be to try restarting the MH Services in the following way:

1) Console Root >> Services >> MH Send Message Service. Right-click and choose to stop the service

2) Console Root >> Component Services >> Computers >> My computer >> Running Processes >> MH Dialog Server. Right-click and choose Recycle.

3) Console Root >> Services >> MH Send Message Service. Right-click and choose to start MH Send Message Service

If the above does not help then it is important to check that:
1) The user running the COM+ package and/or Dialog Manager Service has sufficient rights (local admin).

2) The user account under which COM+ is running has full access rights to the object (Launch And Activation Permissions, Access Permissions). This can be found in DCOM Config, when finding object with GUID {33F05C27-82BB-46D4-B062-BF4F38B9C7B5}
