Issue

A Standard Mail mailing of less than 200 pieces and less than 50 pounds is not getting a 3602 Postage Statement form.

Cause

The USPS minimum to qualify for a Standard Mail mailing is 200 pieces or 50 lbs of mail..

If the quantity of mail in a Standard Mail mailing is less than the minimum, then the pieces will go as First-Class Single Piece rate mail, and are reported on a 3600 Postage Statement.  When doing a Standard Mail mailing, MailStream Plus (MSP) does not generate a 3600 automatically, the job needs to have an additional REPORT USPSSTMT parameter, with a '1' in position 48.

(Note: By default, MSP uses the USPS minimums per the Domestic Mail Manual (DMM.)  The minimums mentioned above *can* be reduced using an ML MIN parameter in an MSP job, but it would not meet the USPS minimums stated in the DMM.  So before considering using a ML MIN parameter to 'qualify' a less than legal-size mailing, we recommend verifying that the USPS will still accept the mailing.)
