Resolving server "Dispatcher 4 stopped working" after installing GCP on Win 2008 (64 bit)

Issue

After executing steps to turn off DEP for GCP runtime executables on Windows 2008 (64 bit) server, Dispatcher 4 stopped working.  The only exe that was able to be added by that method was wrun32.exe.  All the others issued the following error message:

After uninstalling, then re-installing GCP this error now occurs in GCP:

Dispatcher 4 on the same server now displays the error below even after re-booting.

Cause

G1BCKRLS is a Cobol program the client (Visual Basic) invokes (if in stand-alone mode; if not the D4 Server would invoke it) to execute a product.  If it’s not working, maybe there is an issue with Cobol.  If a new Cobol product is installed, that could mess up the Cobol runtimes.

Resolution

UPDATED: April 19, 2017
Uninstall Dispatcher 4 and re-install. Then run all the D4 setups within each program (C1P, MSP etc).
