Why is my ASF entry point getting an SCF pallet instead of an ASF pallet?

Positions 36 - 38 of the ALG PL parameter is set to Y to allow undersize pallets for ADC, NDC/ASF and SCF entry points and the default is 6 trays.

Because in the ALG PL it is set to allow undersize SCF pallets with a minimum of 6 trays–

Position 36 – 38, the MSP created an SCF pallet, which allows the NDC discount.  So it never got down to the ASF pallet. 
 
When N is  placed in pos 36 of the ALG PL, then this pallet was created :

Pallet 1           730   ASF - all 10 trays were placed on this ASF pallet instead of an SCF pallet.
