Resolve issue where MailStream Plus has differences between the actual report counts from the September to the October database

Issue

MailStream Plus September and October USPS Reference file upgrade difference between the actual report counts.
The input file has:  Records With Valid ZIP Code                  150,317
 
The postage statement shows these counts (from REPORT USPSSTMT):
Using October USPS Reference files:
Total Pieces  125,005
Total Weight  5,850.2340
 
Using September USPS Reference files (from REPORT USPSSTMT):
 Total Pieces  126,037
Total Weight   5,898.5316
 
Why are these counts different and why are not all records accounted for?
 
The counts at the bottom of the REPORT USPSQUAL have these counts –

Cause

Once the parameters were checked, the problems was the REPORT USPSSTMT had an N in position 28 to prevent the Basic/Residual rate portion of the mailing from being reported.

Once the N was removed, all of the records were accounted for on the statements.

If you are commingling and wish to see only certain rate categories you should use positions 25-28 and not positions 19-24.
