Resolve deleted user remains in the system and prevented recreation in OfficeMail

Issue

User is not able to create a previously deleted user.
Attempting to create it will generate message of "user already exists". 
While the OfficeMail system has "Completely remove user" set to TRUE already on Admin Web Site.
 

Cause

The database is corrupted.

UPDATED: June 27, 2017
Manual removal of the users is needed from the Database.
Tables that need to be checked:
 [OrganisationsLive].[dbo].[People]
[dbo].[aspnet_Membership]
