MapInfo Pro 64-bit missing Explorer dialog at startup

Issue

When running MI Pro 64-bit, the Explorer window (i.e. layer control in older versions) does not appear at start-up.
It can be manually opened once MapInfo Pro starts.

Cause

The status of the Explorer dialog is a map preference which is written to the preference file when MapInfo Pro exists successfully.  It may be that the user does not have sufficient permissions to write to the preference file.

Resolution

UPDATED: October 12, 2018


Launch Pro by right-clicking on the short-cut and choosing "Run as Administrator".
Then open the Explorer Dialog manually via Home>tool windows>Explorer.
Then go to Pro>Exit and close MapInfo Pro.
Now re-start MapInfo Pro. 
If this does not work, it would indicate insufficient Rights to write to that preferences files, found at
C:\Users\user login\AppData\Roaming\MapInfo\MapInfo. (MapInfoPro.pref and Preferences.xml)
Have an IT Admin login and try the procedure above and check that the user has Full Control on the files and folders listed above.
