Resolution

UPDATED: October 18, 2018
Here is a workaround, which you'll have to do on all the Client machines.

Unzip the file and copy the 32 bit version (jacob-1.18-M2-x86.dll) to the "C:\Spectrum Miner 72 Client\client\jre\win32\1.8.0_60\bin" folder.
If you are using separately installed Java then copy it to "C:\Program Files\Java\jre1.8.0_121\bin" or some similar path.
Engineering insisted that you have to copy the 32 bit version of the file.
