When attempting the RECEIVE jcl to install MailStream Plus 8.3.5 this error was received:

INMR007I Time stamp in the incoming data is not valid. Zero will be substituted.
INMR102I Restore not possible. Input data is not complete.
INMR921I Received file appears not to be an Interactive Data Transmission Facility file. The first record is:

Cause

The FTP transmission to the z/OS mainframe area was causing the problem.
This was not an issue with the actual files or the jcl used.

Resolution

UPDATED: January 16, 2018

To resolve the issue they ended up moving the files to FTP to another drive and FTP the files from there and the jobs ran successfully.
