Issue

Reports from the USPS PostalOne! present different bundle counts than the MailStream Plus™ reports.
MailStream Plus (MSP) Periodical Flats job.

The counts on the D section of the 3541 do not match between MSP and PostalOne!.
MSP 8.3.6 job has 6 bundles/charges and PostalOne has 10 bundles/Charges.

MSP has no counts for D1 and for D12 there are 2 bundles difference.
Tray 1 has – PS Loose Pcs 401 3DG 
Tray 2 has - PS Loose Pcs 427 3DG 
Tray 4 has - RS Loose Pcs 400 OMX

And according to the Domestic Mail Manual (DMM) 207.2.1.8 – “Bundle prices do not apply to barcoded letter-size mail prepared in full letter trays or to flat-size mail prepared in flat trays under the optional tray preparation in 22.7 and 25.5” 
2.1.8 Applying Outside-County Bundle Prices
For Outside-County mail prepared in bundles, mailers pay the bundle price according to the presort level of the bundle and the presort level of the container that the bundle is placed in or on. Firm bundles pay a firm bundle price that is based only on the presort level of the container.
Bundle prices do not apply to barcoded letter-size mail prepared in full letter trays or to flat-size mail prepared in flat trays under the optional tray preparation in 22.7 and 25.5. The bundle prices are in addition to the container prices. The following additional standards apply:
a.            Bundles of fewer than six pieces under 25.1.4 (including single-piece bundles) must each pay the applicable bundle charge.
b.            For bundles with both In-County and Outside-County pieces, mailers do not pay the bundle charge for carrier route, 5-digit/scheme bundles.
 
So if you go to the 25.5 in this DMM reference - 25.5 Optional Tray Preparation—Flat-Size Barcoded Pieces
“As an option, mailers may place machinable flats (under 201.6.0) in flats trays (see 24.0) that would normally be placed in sacks. Mailers must group together all pieces for each 5-digit scheme, 5-digit, 3-digit scheme, 3-digit, SCF, and ADC destination. Bundling is not permitted unless it achieves a finer presort than the presort destination of the tray….”
 
Following the rules above, loose pieces should not have bundle charges, so MSP did not include bundle charges for loose pieces.

Resolution

UPDATED: March 13, 2019
•   PostalOne! agreed they were making incorrect bundle charges. 
•   ALM 12341 has been opened to address the issue.
•   There is no work around for this item, financial impact will be determined.  

•   Scheduling information for this item is not available at this time, but this item will be reviewed and scheduled appropriately per PostalOne!.
