Spectrum 2019.1 install on Windows 2016 is not responding

When launching the install.exe for Spectrum 2019.1 on a Windows 2016 server virtual machine the install process does not begin as normal.  There is no response from attempting to launch the install process.


This is a Windows security issue.


UPDATED: June 18, 2020
1. Right click on the install.exe file and go to Properties
2. At the bottom of the General tab, check the box in the Security Group for Unblock option
3. Click OK to save
4.  Re-launch install.exe
