Support for Finnish characters in Universal Translator - MapInfo Pro

Issue

When a non-ascii character(s) are present in the Windows username then MapInfo Pro 17's Universal Translator doesn’t open. 
Version 15 of MapInfo Pro's Universal Translator opens but doesn’t do transformation and gives the following error message: 

"Program Terminating, Translation FAILED"

Cause

This is a known issue in FME with Finnish characters. It is fixed in FME 2019 that shipped with MIPro 2019.
