Pieces moving from a 3-Digit and MAADC tray to a 3-Digit scheme tray when the new Postal Reference files are installed using MailStream Plus

Issue

ML TYP 1 L
MailStream Plus™ (MSP) job using the May 2016 Postal Reference Files, some pieces went into a 3-Digit(3DG) tray and some into an MAADC(MAAD) tray:

This can happen any month and any year if the USPS Labeling Lists have changes.  

Cause

Installing new Postal Reference files will reflect updates/changes by the USPS.
 

Resolution

The reason for this change can be found in the USPS Postal Bulletin PB 22443 (6-9-16). The Labeling List changes are found on page 41 –

Labeling List Changes Effective July 1, 2016, we are revising Labeling List(s) L001, L002, L003, L004, L006, L007, L011, L012, L201, L606, and L801 to reflect changes in mail processing operations. Mailers are expected to label according to these revised lists for mailings that are inducted on or after the July 1, 2016, effective date, but no later than August 1, 2016.

When reviewing the USPS L003 Labeling List Effective Date 2016-06-01:

L003 3-Digit ZIP Code Prefix Groups - 3-Digit Scheme Sortation
 
The 604,605 doesn’t exist.
 
And when reviewing the USPS L003 Labeling List
Effective Date: 2016-07-01
Expiration Date:2016-08-31
L003 3-Digit ZIP Code Prefix Groups - 3-Digit Scheme Sortation
 
The 3-Digit Scheme now exists for 604 and 605: 
 
604, 605 SOUTH SUBURBAN IL 604 
 
So the pieces to these 3-Digit zip ranges will now presort into 3-Digit Scheme trays instead.
