The documentation says the following:
outbound.emailSeperator:
For providing email id delimiter for configured mail server to support multiple recipients of email. The separator should contain "@" between two delimiters. e.g.,@;
You would only use this option if the email server supported multiple email address separators, ie both comma and semi-colon.
If the email server only supports a comma, you would define this as a comma, if it only support a semi-colon as the separator, you would define this as a semi-colon.
