How to understand what happens when a utility has started work without a Permit in Confirm

A utility has started work without a Permit and there is no Authority Action option to 'Refuse' from the Notice in Confirm®. 

Below are the steps to recreate the scenario:
  • Create a Permit Application notice from Utility.
  • Create a Modification Request from Authority.
  • Create a Actual Start date notice from Utility.

After creating the Modification Request from the Authority, the 'Refuse' option was not there in the Action options. When we create a Modification Request then the Permit is refused automatically. This is the reason why.

Also you can create an Actual Start Date Notice from the utility after the Refusal of a Permit, or creating the Modification Request. The authority can issue a Fixed Penalty Notice (FPN) for the offence, but cannot refuse it as it is already refused.
