How to determine when Issued Date will be populated for Inspections

The issued date is only shown on the receivers Inspection window. It will not be shown for the senders one. If it is a senders inspection then the Export status in the Inspection window will be "Exported". In the receivers Inspection, Export status should be "Not to be exported" because it has been Imported.There are multiple conditions when the Status of the Inspection would be "Not to be exported" but here this is the reason.
