Resolve Windows error 2 occurred while loading the Java VM in Spectrum Client Tools

Customer is getting the following error message when trying to install the Spectrum Client Tools after downloading the installer from http://<SpectrumServerLocation>:8080

When downloading the Spectrum Tools from Internet Explorer, Mozilla, or Chrome; it's asking to save a "" file and not a "Setup.exe" file.

UPDATED: May 28, 2019
Click on Save and change the File name from "" to "Setup.exe". Click on Save to download. You can now run the Spectrum Client Tools setup as expected.
