"Locales HIP Failed" when publishing in EngageOne Designer

Issue

When publishing from Designer, error message "Locales Hip Failed" is returned.

Cause

This issue is occurring because there is an empty 'required' field in a locale.
This may have occurred due to a previous defect where snapshots were causing some of these values to be lost.

Resolution

UPDATED: December 18, 2019
Check all the tabs the locale in use by the publication to ensure that none of the required fields are blank.  The required fields are those that appear grey in the locale settings, for example:
