Need to setup a DR Server. 

Resolution

It is not recommended to run Disaster Recovery BPA 9 Server tasks/workflows in parallel with the live production environment BPA 9 Server.

Automate BPA documentation outlines a DR server as a backup that points to the same existing database as the primary. If for whatever reason Agents are unable to connect to the main server then they are to fall over to the DR. The DR (Secondary BPA Server) is always up and running.
