Resolve error "The Application (Datasets.exe) has failed to start" in Spectrum

Issue

The following error is displayed when running the DataSets.exe for Spectrum Enterprise Geocoding Module (EGM), Spectrum Universal Addressing Module (UAM) or Centrus databases on Windows:

The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail.

Alternatively, the following error can arise:

Activation context generation failed for "C:\ \DataSets.exe". Dependent Assembly Microsoft.VC90.CRT,processorArchitecture="x86",publicKeyToken="1fc8b3b9a1e18e3b",type="win32",version="9.0.21022.8" could not be found. Please use sxstrace.exe for detailed diagnosis.

Cause

The DataSets.exe executable relies on C++ dependency libraries.

Install the dependent libraries and rerun the DataSets.exe file.
