No new planned phase action after cancellation in Confirm

Issue

The New Planned Phase option on the Action button of the Street Works screen in Confirm is not displayed after a cancellation Notice.

Cause

The New Planned Phase option on the Action button becomes available depending on the Excavation Type of the Phase and the presence of a Full Registration Notice. If the initial Notice and cancellation includes an Excavation Type which needs a Registration Of Reinstatement to be issued before making 'new planned phase' being available.

There is also a bug (CNB-65938) where Permit Application (Minor) Notices are set to IGNORED when the last phase (with an excavation) is cancelled and its immediate previous phase is completed with no excavation. Then the to last phase is not a Registration of Reinstatement.

Resolution

The bug CNB-65938 was fixed in Confirm version 16.00.

A number of changes have been made to the New Planned and Immediate Phase Action, and the Registration of Reinstatement Action. These changes were made to ensure that these Notices were created correctly for both EToN 4-5, and EToN 6 Phases. The New Planned Phase Action now becomes available depending on the Excavation Type of the Phase and the presence of a Full Registration Notice.

The Registration of Reinstatement Action now becomes available depending on the Excavation Type of the Phase, and once the Phase is at an In Progress Works Status.

Note: All rules are regardless of EToN Version unless it specifically says so.

Excavation Types 1, 2, 14, 15, 16, 17, 18
• Need a Full Registration created before able to create New Planned Phase action.
• EToN 5 - 2nd Phase and above don't need a Full Registration created before being able to create New Planned Phase action.
• New Immediate Phase action is available before Full Registration.

Excavation Types 12, 13
• No Registration action is available, unless a previous Phase was closed with Excavation Types 1 to 11, 14 to 18.
• EToN 5 - New Planned Phase action is not available.
• EToN 6 - New Planned Phase action is available.
• EToN 5 - New Immediate Phase action is not available ..
• EToN 6 - New Immediate Phase action is available

Excavation Types 3 to 11
• Registration action is available, but optional.
• New Planned Phase action is available.
• New Immediate Phase action is available.

Works Stop
• Excavation Types 12, 13 - Warning if Registration Notice created in same Phase. Registrations created in previous Phases should not affect this Warning.
 

A workaround is to create a paper Registration of Reinstatement Notice against the Works. This should enable the New Planned Phase Action.
